Export Achievements (Exporting Countries)

Export Trade Control Order
This is a government ordinance that specifies the detailed procedures for exports under the Foreign Exchange and Foreign Trade Act (FEFTA). It designates items requiring approval from the Minister of Economy, Trade and Industry for export, in order to maintain international peace, ensure domestic supply, and comply with international agreements.
The main objective is to prevent exported goods from being transferred to terrorists or producers of weapons of mass destruction overseas.
Exporters are required to carry out various confirmation processes, and thus need to exercise caution. In Japan, these confirmation procedures are conducted primarily under a dual framework: the “List Control” and the “Catch-All Control.”
Confirmation Procedure

List Control
Products subject to regulation are listed in the ordinance. If the product to be shipped falls under the regulated list, separate export procedures are required.
Even when exporting non-regulated products, without a certificate of non-applicability, exports may not be permitted—even in cases of transactions through domestic distributors.
Certificates of Applicability/Non-Applicability
Upon customer request, we can obtain and provide a “Certificate of Non-Applicability” or “Certificate of Applicability” from the manufacturer.
These certificates serve as official confirmation from the manufacturer as to whether or not the product is subject to export control regulations.
Regulated Items
To determine whether the product to be exported falls under the List Control, it must be checked against the item numbers (1–15) in the Export Trade Control Order Annex I and the Foreign Exchange Order Annex.
Detailed information is available on the website of the Ministry of Economy, Trade and Industry (METI).
The 15 categories listed in the Export Trade Control Order are classified as follows.

Based on the list, once applicability or non-applicability has been determined, a Certificate of Applicability will be issued to the requesting party.
Catch-All Control
Even if a product is not subject to List Control, it may still be regulated under measures designed to prevent its use by terrorists or in weapons of mass destruction.
Specifically, exporters must investigate end-users prior to shipment and confirm, in accordance with established procedures, that the items will not be used for such purposes. The two main points of confirmation are the “intended use” and the “end-user.”
The Ministry of Foreign Affairs publishes a Foreign End-User List of overseas manufacturers suspected of involvement in the production of WMDs or conventional weapons. Exporters must therefore verify that their export destinations are not included on this list. If they are, additional due diligence and internal reviews are required.
YAMAICHI’s Approach
We confirm with the manufacturer whether our products (in material form) fall under the “List Control” and provide the corresponding Certificate of Applicability.
Important Notes
- Certificates of Applicability/Non-Applicability issued by YAMAICHI or our suppliers apply only to products in their material state. Once processed or transformed into other products by third parties, these certificates are no longer valid.
- While we provide Certificates of Applicability/Non-Applicability for materials, we do not handle subsequent export application procedures. Export applications must be carried out by the relevant parties, verifying final product usage, destination country, purpose, and end-user requirements.
